I will still contend that all you have here is a mere shell of the “draft” budget document…..it lacks the decision number, any date that President Masum would have actually signed the document, the law number assigned to it…..it has not been placed in the Gazette as yet…..and at the time Parliament had only had one reading on the budget, that of 12/25/2015.

They have just spent a number of days on the second reading of the budget and have announced the vote to take place on Jan 20….this all from their official website.

John MacHaffie was a light in a world of darkness. He fearlessly shared truths that many of us did not want to hear, much less, believe. But day, after day, he continued bringing us information from all over the world. Sometimes shocking, sometimes unbelievable, but other times hopeful for a new world that we would all want to live in.

I and my sister wrote a song many years ago; that we feel is so fitting that we would like to dedicate it to the memory of John MacHaffie and the diligent and tireless work he performed in bringing us what he brought. Our song is to the melody of Battle Hymn of the Republic, but has different lyrics. We felt these words were fitting as a tribute to John, because they speak of our growth as a species and how truths are unfolding and as such, creating a new paradigm for all of us.

Has announced the presidency of the Republic of Iraq, said on Sunday that Prime Minister Haider al-Abadi and approved the request of the President Fuad Masum, the formation of a committee to follow up the implementation of Article 140 of the Constitution as soon as possible, while confirming that the Chairman of the Committee will be selected through a national consensus among the political blocs.
Said presidential spokesman Khaled Huani in remarks to the network Roudao Kurdish and vassal, (long-Presse), “The President of the Republic Fuad Masum student during a meeting with Prime Minister Haider al-Abadi formation of a committee to follow up on the implementation of Article 140 of the Iraqi Constitution and the normalization of the situation in the areas covered by Article 140″.

He added that Huani “infallible stressed the need to implement all the provisions of Article 140,” stressing that “Abadi said he is ready to form the committee as soon as possible.”
Huani and continued that “the choice of Chairman of the Committee will be through national consensus among the various blocs and political actors in the Iraqi arena.”

He was president of the Republic Fuad Masum, the Cabinet Haider Abadi stressed, in January, the eighth 2015, the need to sustain the victories achieved by the security forces and the crowd and popular Peshmerga to eliminate al (Daash), and, while stressing the importance of the displaced to their areas after the liberation of gangs (Daash ), in search of the way ahead of the implementation of the government program over the next three months.
The head of the Kurdistan region Massoud Barzani announced (26 June 2014), about the absence of the need to “Article 140 of the Constitution” after the entry of the Peshmerga forces to the disputed areas, and among that the entry of Kurdish troops to these areas came after the withdrawal of the army to prevent the fall, however, “terrorists”, pointed out that the Kurds “are patient 10 years to achieve Article 140 but to no avail.”

Following the fall of Saddam’s regime in (the ninth of April 2003), the political blocs agreed to solve the issue of the disputed areas under Article 140 of the Constitution, which is still the subject of implementation represents a significant obstacle to political parties.

Article (140) of the Constitution on the normalization of the situation in Kirkuk and other disputed areas in other provinces, and a referendum the opinion of the people of those regions to decide the fate of their areas, both survival and independent administrative unit or annex the territory of Kurdistan, or stay on the current status.

The government was able to implement some of the paragraphs of Article (140), such as compensation for the victims of the former regime and the application of the constitutional article policies, while not implemented the most important paragraphs, a popular referendum.

Aggiedad77:  I am truly amazed at what we are witnessing going on within Iraq today…..collaboration, integrity, and UNITY…..it all seems to be shouted from the rooftops on an almost daily basis….here we see it at work with the commitment from PM Abadi and President Masum…..talking about the formation of a committee to deal with how Article 140 will be implemented….but even beyond that they are calling for a national consensus by political blocs to decide who will chair this committee….something that undoubtedly Abadi or Masum could make the call on with ease….yet they decide to allow the political blocs to make this decision. This will be worth watching to see how the committee evolves and the effort they make towards resolution of Article 140. Exciting.

I have a cents too, that they wouldn’t open theirs until “last minute” because they know something I$ Coming! And they are positioning themselves at the “right moment” … imo.

and the Department of State for Cabinet Affairs that showed the projects mentioned included a draft accession of the Republic of Iraq to the Convention on Nuclear Safety, which entered into force on 24/10 Law / 1996, in addition to the project accession of the Republic of Iraq to the Joint Convention on the Safety of Spent Fuel Management and the Safety of Radioactive Waste, which entered into force on 18/6/2001 law, and forwarded to the House of Representatives, according to the articles (61 / I and item 80 / second item) of the Constitution.
