Parliament’s Session adjourned for lack of quorum

BAGHDAD / NINA / House Speaker, Salem al-Jubouri announced the adjournment of the House of Representatives’ session half an hour for the lack of the quorum.

The agenda of the meeting includes hosting of the head of the Supreme Committee for the relief of displaced, Deputy Prime Minister for Services Affairs, Saleh al-Mutlaq to discuss the actions taken by the Committee “.

The weekend is near and as we patiently wait, Parliament has another session scheduled for tomorrow….we are told that PM Abadi will not be allowed to continue in his role as “proxy” for the ministers of Defense and Interior….he is not wanted to follow the footsteps of his predecessor….can’t say that I blame that line of thought.

Meanwhile the budget….well it remains another day in limbo, apparently in the hands of the COM….but I’m looking for Parliament to tire of this cat and mouse game and finally decide to move forward….

just a gut feeling that I have….I think it could be further along than they are letting on

Abadi up to Sulaymaniyah and meet with Talabani

PM Abadi is on a short trip to see Talabani……then perhaps a meeting with the PUK representatives…..notice that it is “he” who is making the move….not the Kurds being required to come and visit him…..should be for an interesting meeting, a firefly on the wall would be nice I think.

The Ministry of Defense to accelerate the dismantling of the Union of Iraqi forces

Some unnamed individual is claiming that the naming of al-Jabri as Defense Minister was merely a delay tactic to try and gain additional time to appease and calm certain blocs….but….according to this unnamed person….disintegration may be inevitable over the naming of a Defense Minister….sad that some appear to want their wallets padded just for participation….while others just throw their indigent noses in the air and say “we refuse to vote”…..how is that doing the Iraqi people any good.

Moussawi: Do not allow to walk in the footsteps of the previous government and fill the security ministries proxy

The Citizen bloc of Parliament has stated that they do not expect to see the positions of Defense and Interior Ministries to be vacant for very long….they remember well the predecessor to Abadi and how he ran things on his own…they do not want or expect to see a repeat of that with Abadi….meanwhile security within certain areas of Iraq continue to be at issue with bombing attacks from DAASH forces via suicide bombers….it is mentioned here of a possible postponement of two weeks before they have another vote on candidates for these two positions.

Vice Kurdistan: round of negotiations with Abadi begin in the next two days

This article is unclear as to whether the meeting/negotiations that it speaks of will occur in the Kurdistan or in Baghdad….if in the Kurdistan then it is reasonable to assume there will be no vote tomorrow in Parliament on any new minister names by Abadi….these negotiations should be very interesting for both the Kurds and for Abadi’s position in moving the new government forward.

“Happy results” are expected from a meeting between PM Abadi and Finance Minister Shaways, a Kurd, along with a number of other Kurdish MP’s…..the topic of discussion was the salaries for Kurd state employees.

A coalition of the law is expected to resolve the naming security minister during the next ten days

This is just an observation on my part….but it would seem the Iraqi Parliament has it’s own place reserved in dinarville…..member after member attempts to identify when certain things will happen, be it the budget or in this case the Defense Ministry candidate….just as we don’t know the date or rate of the IR….they don’t seem to know the date or name of a Defense Minster, but are quick to offer “opinions” of what they think they know….hopefully the delay will not be too much longer to get these positions filled.

Chinese Consul Arrives in Erbil as Oil Talks Reported

The Chinese see instability in many areas of Iraq, but see just the opposite in the Kurdistan…and are bringing their Consul General to town amid talks that the Kurds may be in discussions with the Chinese on a $4 million dollar oil deal…but if I may be frank….though I am not frank…..a $4 million dollar deal with oil….is not all that much oil…..currently the Chinese Consul is expecting to have their office operational in Erbil by the end of the year….there are 17 Chinese companies operating in the Kurdistan region today.

Iraq, a country rich in doubling the number of poor

Humanitarian issues within Iraq are quite serious claims the UN….the displacement of almost 2 million citizens just since the beginning of the year does not help their situation….all the while the terrorist efforts of ISIS/DAASH is not helping their cause for stability either…..poverty rates that stood at 19% at the end of 2013…..jumped…..to 30% just three months later…..the Ministry of Planning has a number of ideas in the works that will be implemented soon to help turn things around….I’m suspecting here that a budget would help immensely with the situation…..also by getting a chance to implement economic reform the new government could also work in a positive fashion to stem the flow of things in the wrong direction….it is believed that Iraqi unemployment may be as high as 46%….wow….that is directly related to so many projects being stopped this year I believe….again largely due to lack of budget funds.

Budget Committee temporary: the deadline for the government to send the draft budget

The temporary Budget Committee (Finance Committee) is saying that the 8 day deadline they imposed on the COM to get the budget back to the committee has come and gone….that things are in the hands of the COM for now….they must wait for action from the COM to deliver the budget back to them before any further movement on the budget at this time.

State law: the government will not send the budget to the parliament only after resolving its differences with the province

Here we have yet another MP…this time from the State of Law coalition who is claiming that the COM has a grip on the 2014 budget and will not let go of it until some resolution is made with the Kurds…..this is to be considered an emergency budget at this point….one that will take care of immediate needs within the security forces and their operations as well as that of displaced citizens……but what about payment of salaries for state employees?

High-level Kurdish delegation to visit Baghdad next week

A Kurd MP is announcing the arrival early next week of a Kurdish delegation in Baghdad that would include Minister of Finance Shaways to discuss settling of differences between Baghdad and Erbil….we shall see where this goes.

It is Friday and a holy day in Iraq, so perhaps not much in the way of news today….

perhaps we will get more as the day progresses….enjoy.

MP: the coming days will see vote on the 2014 budget

BAGHDAD / NINA / MP for the State of Law coalition, Kamil al-Zaidi said that “The coming days will see vote on the federal budget for 2014, so as the State’s institutions and departments be able to complete projects and the payment of dues.

Zaidi said in a statement today: “The government has worked according to the principle of one out of twelfth of the budget and after security conditions in the country, the government spent sums in form of advances have passed exceeded the 1 to 12.”

The House of Representatives referred the federal budget of 2014 to a temporary committee, while stressing the inability to integrate it with the budget of 2015.

MP: the new government will resolve all disputes on oil policy between center and the region

BAGHDAD / NINA / A member of the Oil and Energy Committee, MP Ali Faisal al-Fayad said the new government will resolve all disagreements on oil policy between the province and the center.

Fayad told the National Iraqi News Agency / NINA / that “the government of Prime Minister Haider al-Abadi can resolve all disagreements of the oil policy between the central government and the Kurdistan Regional Government.” Noting that there are talks and consultations between the members of the Committee on oil and energy to put serious solutions to the oil disagreements and put laws on oil policy such as the law of oil and gas. ”

He added: There are important laws on oil policy can resolve all differences and ongoing conflicts between the center and the region, calling parliamentary blocs to cooperate in order to approve all laws affecting the Iraqi citizens, the most important law in the oil policy, which is the law of oil and gas. ”

He continued, “The adoption of the law of oil and gas will contribute to mapping oil policy in Iraq and sets legal limits for the center and the region in the sale and marketing of oil.”

The Iraqi government announced in 28, August, 2011, the ratification of the draft law of oil and gas and decided to submit it to Parliament for approval, but the large number of political differences and the deterioration of the security situation in the country led to the postponement of the adoption of this law .

Sorry for no news summaries yesterday Family…but for the most part all the news we saw was good, or talked of good intentions going forward…..the quick run through of today’s events appear to be headed in that same direction…we shall see how things unfold for them today.

Finance Committee: budget includes 37 thousand degrees and careers and install electricity contracts

Ministry of Finance is announcing the 2014 budget will be returned to Parliament next week to include some 37,000 degrees and careers and additionally an installation of staff for electrical contracts…..this sounds positive in nature that they are including these kinds of things….
….

They also mention that the Ministry of Finance will present the budget to the COM…that would be on Tuesday probably at their regular weekly meeting…then it would go to Parliament sometime next week after that….apparently this is all pending getting necessary data from all departments this week…now is not a time for foot dragging….they also mention that this will be considered a “first reading” of “this budget”…..can they speed up this process at all.

Hakim stresses the need for Jabouri approval of important laws that serve the interests of the citizen

The head of the Islamic Supreme Council al-Hakim has stated the importance of laws to be passed that will aid the Iraqi citizens….meanwhile PM Abadi is expected to reach a resolution on the Defense Minister today….speaker of Parliament stated as well that he wishes to remove the political obstacles that were seen on Tuesday’s vote to be able to move on.

Financial Expert: Subtract category 10 thousand new security precaution and to re-structure the expectations of the Iraqi currency

We know about the issuance of the new 10k note largely due to security issues with the old 10k note from a counterfeiting standpoint…..they say that we will also be seeing changes for security reasons in the other denominations as well….all will serve side by side with the new paper….as the old is slowly withdrawn from circulation as it continues to wear out…..I believe the 10k note was of first choice because it has repeatedly been the most attacked bill by counterfeiters in the past.

Parliament session without naming ministers of security and swearing minister Kurds

Now after Parliament has had a chance to put their heads together today they have decided for whatever reason to postpone the naming of the Defense and Interior Ministers until after Eid al-Adha…..need to research when this occurs….hopefully soon. Also the Kurd ministers look to be sworn in this evening…..makes me wonder…just what did the Parliament get accomplished today….they are so visibly moving in the right direction….I do not have misgivings about their actions at this point….this is what they are known for….give them some time to redevelop and reformulate how they get their business accomplished….I believe it is coming to a computer screen close to you in the near future.

Funny that we have to hear from Iraqi news media that Obama “may” visit Iraq in the coming days..what will he be doing there…..the way they put it….he will be seeking support of countries in the region….support of Washington’s decision to “wage WAR”…..yep you read that right….wage WAR….must have boots on the ground to get that accomplished IMO….Obama will also be congratulating PM Abadi on forming a complete government……he knows the “complete” government is about to be formed, otherwise he would not be wasting time in Iraq…he’s proven that in the past……and he is expected to talk about an emphasis on arming the Iraqi Army….Daddy will be doing that arming of course.

With agreements between PM Abadi, al-Nujafi, and the Iraqi National Security Advisor, they have decided to close cases against former Iraqi VP Hashemi, al-Issawi, al-Janabi, and al-Daini…..they will be cleared to return to Iraq if they were pushed out of the country….in fact former Iraqi VP Hashemi who is exiled currently will be expected to return…this is being done in a serious manner and the efforts of this new government is to be respected.

Next Sunday .. a new mechanism to combat financial corruption

New standards are transforming before our very eyes in Iraq….new standards that will end corruption from a financial sense…..through the Department of Supervision and various Inspector Generals Abadi and his government is expecting to put an end to much of their corruption….zero tolerance in many areas.

Speaker of Parliament is asking and urging the various Parliament committees to put their heads together and decide who is going to be their committee presidencies….former Speaker of Parliament Nafafi has sponsored a bill for the Federation Council….the Federation Council made up of 17 members of Parliament….they have the responsibility to propose new laws….new laws….remember that Family….this structuring within the Parliament is important…..it will provide them guidance going forward.

Deputy for the citizen: a partial differences will postpone the vote on the interior and defense ministers

Simply put…there is disagreement between the political blocs in Parliament regarding the naming of the Defense and Interior Ministers….a political issue…..postponed now until next week….don’t give up on this process….don’t let this get you down.

Congress Nineveh: no vote on any personal candidate for the Ministry of Defense outside the framework of the province BAGHDAD

Apparently the Parliament members from Nineveh did not vote for Defense Minister on Tuesday…they are willing to promote the military and its actions objectively and professionally….would these ministers have made a difference….were they the bottleneck today…..can there be resolution found by the time they meet next week…let us hope so.

A State of Law MP left Parliament today very angry for not getting the Ministry of Tourism position…and he feels that Maliki is to blame for this failure or oversight…..overheard saying “Maliki will pay for what happened.”

With threats of assassination looming, Abadi has made certain changes to personal and presidential security groups as well as those who guard the COM….some Iraqi’s are up in arms about Abadi’s listening to American leaders, demanding that he not bow to American pressure….I do believe that we will see Abadi standing firmly on his own regardless of what his decisions are going forward….he does not appear to me to be one that can be pushed around…but he is also willing to listen to reason as well.

Speaking of security and integrity…..neither of which Maliki handled very well in his tenure….but at least with security it is not something he is wanting to give up easily…..but I believe Abadi to be a man of great integrity and he should be able to see through the fog and identify the garbage and riffraff that Maliki left behind…..pray that he continues to do an admirable job in cleaning house….from a military standpoint….who knows what skeletons will be identified in Maliki’s closet as facts are uncovered by this new government…..Maliki ought not sit in any one place for very long….IMO.

$1.8m Support for Parliament, Civil Society

As part of its continued support to Iraq’s parliament, the United Nations Development Programme (UNDP) today signed with the Council of Representatives in Baghdad a project of US$1,797,999 funded by the Government of the Kingdom of Sweden. This initiative aims to strengthen the legislative and oversight role of the parliament, which now begins its third term following the April 2014 elections.
“We look forward to expanding the cooperation with UNDP and the Swedish Government, which has been very effective during the last three years, notably through the support to the Council’s Human Rights Committee,” said HE Saleem Aljbouri, Speaker of the Council of Representatives. “The Council has conducted a survey among 12,000 people to assess the citizens’ perception of the parliament’s work over 8 years; the results will inform the reform agenda of the Council,” the Speaker explained.
“In this historic moment for Iraq, the parliament has a pivotal role in ensuring a swift legal, judicial and security sector reform, which will lead to making Iraq a stronger democracy,” Adam Abdelmoula, UNDP Country Director, said. “This is the first project UNDP signs since the new Council and the new Government have been sworn in, and just the beginning of a strategic collaboration; the Council will be a key partner in our work towards decentralization, poverty alleviation and inclusive growth; and in addressing the plight and rights of the displaced.”
“Sweden supports this timely initiative with great satisfaction”, HE Jörgen Lindström (pictured), Ambassador of Sweden, said. “This is a continuation of earlier joint efforts: democratic governance is a priority area for Swedish development cooperation with Iraq, as we support the principles of accountability, openness, capacity building and consultations with civil society, including active participation of women.”
The project will promote the critical role of parliamentarians, particularly women, in policy-making. It will focus on enhancing the Council’s legislative capacity by providing law drafting and review expertise, and training for new MPs.
To encourage Iraqi citizens and the civil society to engage in the legislative process, the NGOs Directorate will also facilitate the implementation of mechanisms for policy consultations with communities through local NGOs.
