Tlar Comment :   – The Iraqi’s have spent this last week meeting. All sects were involved including the Shia, Sunni, Kurds and Turkman.

The purpose which has been the hold up in the process, is to remove the element of “trust” between the sects and put forth a document in writing which identified both the big problems and their solutions.

Laws that have been dormant for years like the HCL and Article 104 were moved to the fore front along with their solutions. They were agreed upon to be signed, run in front of parliament and registered with the Iraqi courts and the UN.

This document is all important to the process to give everyone that warm fuzzy to vote this new government in.

  Many of these things could not be done before the government is voted in because they require the new COM to be seated and the Sunni’s and the Kurd’s, having been burnt by the previous Shia government lead by Maliki, were gun shy to vote until they got assurances that the new government was in tune with their concerns and solutions.

Both the Kurd’s and the Sunni presented papers of demands and the negotiations commenced. As of this morning sometime we should see that all parties have signed, all agreements are done.

This will be seen by the CBI as a settled position as far as the government goes. The government may or may not take a few more days to form but it is my belief that it will make no difference to the plan.

 Both the Sunni and Kurd’s have presented their ministers for revue and that revue has already rejected two unqualified applicants.

So there is a process at work here to get the most qualified experienced technocrats that they can to run these ministries unlike the last government where you could purchase a ministry if you offered the most money.

The process and announcement of the government should be early this week as the Iraqi’s are acting at light speed for them.

Tomorrow we should see our RV providing that the document is/was signed last night and there is every reason to believe it was.

 The CBI needs this done and it has been waiting patiently since July 1st to introduce monetary change.

The last word is that it is still holding in the high threes. My belief is it will be $3.71 and I have my reasons for this. I won’t go into them here.

Next week should be a glorious week for both us and the Iraqi’s. I realize there are many that still don’t understand what’s going on or how they can do this.

 I also realize that if I miss the date by even one day, there are those that will call me a kook. It makes no difference to me. I want everyone to know how close this is to being finished.

When this happens, I am asking that everyone who is in my direct family contact me immediately. Tlar

       On another note, what would be the harm in keeping the cash in dinar and cashing in as you need it?  If the petro dollar is going out the door, would it be smarter to keep the money in dinar form?  If not, what would be smarter?

Yes. It would be unwise to rush in and exchange it all out.

-Many of us plan to hold IQD.. do our due diligence..watch for pitfalls… listen to the advice of profesionals…compare notes with others…. make smart moves.

-Plan to spend no more than 15% to 20% on houses, cars, etc…. Plan to preserve 80% in perpetuity.. earning interest off of that principle.

  Michele Continues:  -There is no cost to aquire IQD.. you are already holding it.. no one need know you have it…. yes… holding back initially and for some undetermined period of time sounds like a wise move.

-remember.. any amount you exchange.. creates a taxable event. You want to talk to your new best friend… your Tax Attorney. BEFORE you go create a mess for him to deal with.

 DreamWeaver:  Yes, Blue … a mess that  a Tax Attorney may not be able to straighten out.  For example, I’ve been told that if dinar is classified as, say, a capital asset, it wll remain a capital asset forever–no matter where you transfer it. 

Even though capital assets shouldn’t be taxed as ordinary income, in some cases they are–depending on how you transfer it and into what type of vehicle. 

Don’t know if this is true, as I may have misunderstood; but I plan to do research as it’s red flag that caution must be exercised in the choices we make.

You can goof yourself by thinking you’re being smart and getting ahead of the curve, when your assumptions may not be true.  Best to move slowly.  The adage “haste makes waste” is very appropro.

The government will now follow this working document and has promised that once seated it accomplish the tasks one by one and in advance in writing agreed to the solutions)

Special / National Union of Forces and discuss the final version of the paper and the negotiation of the government program

National Alliance agreed to put up the final paper of the government program on the blocks (That should be now)

Deputy for the rule of law: the Kurds closer to the finance portfolio, and will take over the national oil and foreign (cool – Allawi (Sunni’s) is head of the federation council and the Kurds will be ahead of the Oil Ministry.  Shahristani must be livid because it is unlikely the Kurds will sue themselves)

Al-Bayati: the next government will have a very limited number of former ministers (much of the power will be assumed by the Federation Council decentralizing the Federal Government)

Unless there is something I am missing, this working paper should be done today or tomorrow at the latest and it will be filed with the federal courts and then BINGO BADDA BOOM.  tlar

 BAGHDAD / obelisk revealed mass citizen internalized within the National Alliance, on Saturday, for the first and the existence of an agreement between the political blocs to form a new government, includes the receipt of the National Alliance administration and ministries of defense, finance and foreign affairs.

The MP said the bloc sound Shawki in an interview for “obelisk” that “filled the sovereign ministries in the new Iraqi government will be different from the former, according to the agreement between the political blocs, namely, that the ministries are not confined to a particular destination.”

He Shawki “According to the information we have received from the negotiating committee within the National Alliance, the ministries of defense, finance and foreign affairs will be the share of the National Alliance, and the interior of the Federation of the national forces, and the oil of the Kurds.”

He stressed that “the rest of the service ministries will be distributed according to the elections as well as the ministries humanity,” he said, adding that “there is a strong ambition to the mass Almatun occupy the Ministry of Transport.”

Just my opinion of course, the the road map and paper are what the constitution calls the ministerial program, and will be voted on with the ministers. 

 Article 76:

 First: The President of the Republic shall charge the nominee of the largest Council of Representatives bloc with the formation of the Council of Ministers within fifteen days from the date of the election of the President of the Republic.

Second: The Prime Minister-designate shall undertake the naming of the members of his Council of Ministers within a period not to exceed thirty days from the date of his designation.

 Third: If the Prime Minister-designate fails to form the Council of Ministers during the period specified in clause “Second,” the President of the Republic shall charge a new nominee for the post of Prime Minister within fifteen days.

 Fourth: The Prime Minister-designate shall present the names of his members of the Council of Ministers and the ministerial program to the Council of Representatives. He is deemed to have gained its confidence upon the approval, by an absolute majority of the Council of Representatives, of the individual Ministers and the ministerial program.

 Fifth: The President of the Republic shall charge another nominee to form the Council of Ministers within fifteen days in case the Council of Ministers did not win the vote of confidence.

Fred:    Prolly gonna talk to a tax lawyer, a tax attorney and a CPA. Unless they change my mind, we will immediately cash in enough to pay out of debt, keep enough to take a couple weeks off to “digest” our options and  pay taxes on whatever we convert at that time.

Ultimate main goal will be to live off the interest from “investments”. Depending on what the “guys” tell us, we will have a basket of currencies kept in a safe, some gold, some hard assets (land, cars, rental property, business’) and the bulk invested in the market or other accounts that pay a return.

Hopefully we will need to activate this plan in a few weeks!

Obama Faces Criticism for Dithering against Jihadists

NEW YORK– US President Barack Obama faced criticism on Friday after an admission that he did not have a strategy to deal with the Islamic State (IS) jihadists who have overrun swathes of Iraq and Syria and threaten Kurdish zones.

Obama appeared before journalists on Thursday and said he had asked military and security chiefs to brainstorm ideas for defeating IS – which is also known as ISIS and ISIL – and acknowledged that: “We don’t have a strategy yet”.

Republican Congressman Mike Rogers of Michigan, who chairs the House intelligence committee, attacked Obama for dithering against jihadists, whose Blitzkrieg advance began in June. “I’m not sure the severity of the problem has really sunk in to the administration just yet,” he said.

In a press briefing on Friday, White House spokesman Josh Earnest sought to counter the attacks by asserting that the administration is already launching airstrikes that have stalled the IS advance and is working on long-term solutions.

“Any strike or military action, if ordered, will be a component of a broader strategy for defeating ISIL and mitigating the threat that they pose to the US and Western interests,” he said. “It will be done with our partners in the Iraqi government, governments in the region and countries around the world. This will be a joint effort.”

The US military has carried out aerial surveillance on IS for months and on August 8 launched air strikes against the al-Qaeda offshoot in Iraq to counter assaults on Peshmerga forces in Kurdish zones following a rapid advance.

Obama’s decision earlier this week to conduct surveillance flights on IS forces in Syria raised questions about potential US airstrikes there – a controversial move that could necessitate cooperation with the country’s President Bashar al-Assad, who is accused of atrocities on civilians.

Another complexity for the White House is the fragility of Iraq, where national forces put up little resistance to IS, new Prime Minister Haider al-Abadi faces sectarian woes and Kurdish leaders express desires for independence.

“The only way to push back on ISIL advances and restore stability and security across the whole country, is through a new inclusive government,” Tobias Ellwood, Britain’s minister for the Middle East, said on Friday after visiting the region. “I urged all Iraq’s leaders to work together urgently to form a new broad based, representative government that is able to respond to the needs of the whole of Iraq.”

Meanwhile in the US, Kurdish-American fundraisers at the Salahadeen Center of Nashville, in Tennessee, will send 600 boxes of donated shoes, clothes and baby products to Kurdish refugee camps that cater to Yazidis and other minorities who recently fled IS terror in Sinjar.

“Everybody here is talking about the crisis and what we can to respond positively and help the situation in our Kurdish nation,” Nawzad Hawrami, a charity organizer, told Rudaw. “The response has been wonderful; it doesn’t matter whether we are trying to help Muslims or non-Muslims.”

The National Alliance has published a “national paper” to all political blocs urging an agreement on the formation of a new government run with a group of ministers that are chosen from as wide a group of blocs as possible….the document speaks to national unity on a number of fronts….most notably is corruption within government and on projects…then also to security of the nation from terrorists….updating of certain laws by Parliament within a three month or so time frame…..there is a strong part of the document that speaks to the need to address conflicts with the Kurds over oil, Article 140, distribution of the oil wealth…and each of these items it would appear come with a deadline or target time frame for compliance…something we haven’t seen from the government in the past…..as always…..”where’s the beef” in all of this….or is this more empty promises that have been witnessed in the past.

The Ministry of Commerce is providing compensation to those areas that were hit hardest by terrorist infiltration and have not received ration items due to security risks….this compensation will likely appear as a cash allowance for those who have been overlooked.

Blocks waiting for “a new agreement” to form a government: the timeframe for decisions required guarantee a parliamentary vote

Blocs across Iraq are interested in how this new government is going to be formed…..what time frames will they set to address issues that have been brought in front of Abadi….who declares what has priority….the list goes on and on….but IMO…they need to attack one thing at a time….at least for the time being….getting a government seated….get the new GOI established so that the respective ministers can commence doing what they are paid to do.

What was it maybe a week ago we heard news that the budget had been sent back to the government….to Maliki’s government…..let’s get real….but no today we read that the Parliament has had the budget all along…IMO…..the Parliament is probably doing a good thing….stalling on the budget at this point….waiting to get the new government seated…then they will present to the new GOI what they believe is a workable 2014 for what is left of the year….this has been formulated and is ready for presentation…they just want it put before the correct GOI….one that has been been corrupted by years of bad leadership.

This article again points to the “national paper” prepared by the National Alliance that has narrowed down demands from other blocs to 18 items that are believed to be of crucial interest to all…..there appears to be a binding ceiling that will be put upon the ministerial staff of Abadi in working through these items in a timely fashion going forward….this would appear to be a far greater attempt at cohesive government entities working together in a unified manner than has been seen in Iraq since the fall of the former regime.

Peek-a-boo we are still right where we were when you saw us last…..are the Kurds finding a way to get around Baghdad yet as the world watches….but simply turning off their navigational tracking devices on these ships and then they proceed to either a port or another tanker for off loading some or all of their cargo…..the chess game has moved to the high seas it would appear.

I see this article as being dated in it’s information….much of the areas in the Kurdistan that have been targeted by terrorists have seen gold dealers shops ransacked by the terrorists….
not to say that there wouldn’t be a come back in the gold trading market…..and there are definitely areas that have not been touched by terrorists….

I’m sure their trade has continued….gold has been and probably always will be a marketable commodity….as long as people have the funds with which to purchase.

He told Al-Monitor that PKK and YPG military support for peshmerga forces in fighting IS had already been agreed upon. Last year, the KDP dug a long trench between Iraqi Kurdistan and PYD-controlled areas of Syria.

At that time, the trenches were considered as a “betrayal” by pro-PKK media and loyalists. Pira said that these events will not return, because “the ones who dug the trenches are now filling them after being assured that YPG forces will not be a threat. IS had one positive , which is that it brought us all together.”

    millionday] Hitherto, PKK and YPG forces have taken part in fighting against ISIS in the three front lines: Jalawla, Makhmour and Sinjar. Soon after the IS attacks, YPG joined peshmerga forces and helped rescuing them and hundreds of thousands of Yazidis who had been stranded in Mount Sinjar.

 Despite that peshmerga has better weaponry than YPG and PKK guerrillas, the latter have been more successful in fighting IS. Salah Dilmani, brigadier of Ballak 118 Brigade, who has led the fighting against IS in Jalawla frontline, highly appreciated YPG and PKK support of peshmerga.

Dilmani told Al-Monitor of his happiness about PKK’s intervention and showed willingness to continue these military collaborations. “We should not be ashamed that YPG and PKK forces are much more skillful in fighting against IS, undoubtedly, they have very good experiences.”

Ebadi said that «the representatives of the blocks posed, during the negotiations to form a government, high ceilings on the pretext that the public requires them to do so.
