Iraq Reconstruction News: Iraq to rebuild rail system as reconstruction gathers pace

Iraq‘s infrastructure is dilapidated after decades of war, sanctions and economic decline. In a country where piles of rubble and incomplete buildings are commonplace, almost every sector needs investment, including electricity and the sewage system.

But the country is laying plans to rebuild its historic railways and become a transit hub for goods that would be shipped from Asia to Iraq’s neighbours and beyond.

Iraq’s railways date back 100 years; the foundation of the first line was laid by the Germans under the Ottoman Empire in 1912. That line, connecting Baghdad with the town of Dujail, 60 km to the north, was completed in 1914.

The network has been neglected during the past several decades of political and economic turmoil. The country has only two working passenger trains at present, and officials in the state-run railway company admit that the volumes of passengers and freight which it carries do not generate enough income to cover employees’ salaries, let alone revamp the network.

That leaves Iraq with little public transport connecting regions of the fractious country. Most people rely on minibuses and taxis to make national journeys, which can be expensive and dangerous on poorly maintained roads.

“Our passengers have a right to complain because when they go abroad and see modern trains with new and developed technology, while our lines are the same old thing, they say ‘I want our trains to be like the rest of the world,’” said Hadi Ali, manager of the train station in central Baghdad.

Plans to revive the rail system are gaining pace along with the country’s oil boom and general reconstruction. If successful, this could not only have economic benefits by facilitating trade and domestic tourism, but by making travel easier, maybe even contribute to the country’s political unity.

Last year the railway company finished building a 32 km line between Mussayab, south of Baghdad, and the holy city of Kerbala to transfer hundreds of thousands of pilgrims during Shi’ite religious festivals.

It is also building a new railway parallel to the old Baghdad-Basra line at a cost of about $700 million; the line is due to be in service by the end of this year. Currently only around 250 passengers travel on Iraq’s railways on most days, but when the new Baghdad-Basra line is finished, the number could jump to between 2,000 and 3,000, officials say.

A line connecting Baghdad with the northern city of Mosul is still out of service, but transport officials hope to begin renovating it next year. Last year Iraq signed a deal to import ten trains from China, each carrying up to 450 passengers and running as fast as 140-160 km/hour, for $115 million.

Iraq currently has about 2,000 km of railway lines and hopes eventually to increase this to 10,000 km of dual-track railways, with electrified trains running at up to 200-250 km/hour that would connect all major Iraqi cities with neighbouring countries.

Mohammed Ali Hashem, manager of the projects department in the railway company, said the goal was to unload goods from Asia at southern Iraqi ports and transport them through the northern Iraqi city of Zakho into Europe via Turkey.

“So instead of a long trip to the Suez Canal and the Mediterranean Sea, through Iraq it will take 24 hours. Iraq will become a transit point for goods transfer.”

Hashem envisions around 25 million tonnes of goods passing through Iraq annually once the rail projects are completed at an estimated cost of more than $60 billion over five years.

OBSTACLES

For now, such visions face formidable obstacles. One is financing; just $175 million has been allocated by the government for projects by Iraq’s railway company this year.

Hashem said there were two options for financing projects: annual allocations from the government, and effectively borrowing money from companies hired to perform infrastructure work – the firms would be paid under a staggered schedule. The staggered payment model would require passage of an infrastructure law by Iraq’s parliament, however, and this has been delayed for several years by political wrangling. It is not clear when it might be passed.

Khudhair Abbas, deputy head of another transport projects company run by the transport ministry, said Iraqi railways were not yet attractive to foreign investors because they would not be profitable until the country’s southern port of Grand Faw was built, which would take years.

In the long term, Iraq may be able to find the money for its railways; the International Monetary Fund expects its oil exports to expand to $152 billion in 2018 from $94 billion last year, swelling government coffers.

But there are other problems. Talib Kadhim, head of the operations and transport department in the railway company, said many traders preferred to move their goods via private motor transport firms, even though that was more expensive, because the firms offered door-to-door services and train stations were far from the city centres.

Security is still a concern. Recent talks with a foreign company to transfer crude oil by rail to Akashat, near the Jordanian border, for shipment abroad were scuppered by the increasingly volatile sititation in the western province of Anbar, bordering Syria.

Allawi, Sadrist delegation discuss political situation

Baghdad (NINA) – Leader of the Iraqiya slate, Iyad Allawi, discussed with a delegation representing the Sadrist Trend, headed by the Trend’s First Deputy Secretary, Walid al-Karimawi, the country’s political situation.

A statement issues on Sunday, May 5, by the Iraqiya said that Allawi discussed with a delegation from the Sadrist’s Political Body, political developments in Iraq.

  Here is a comprehensive look to where we are.  You must follow the news timeline from major industries (like the accession of Iraq to the WTO).  It gives us a heads up to where Iraq, as a nation stands to be successful in the world market.  Iraq is at a stage where it has to be done right.  Not like other nations that join the WTO and it’s a crap shoot:) 

Iraq is to important to take a gamble and allow them in the WTO without the economic laws (Tariffs, Investment, Planning, Banking…) being in place.

Reading the articles below is a timeline to the accession of Iraq into the WTO.  Included are the guidelines from the IMF to what the nation needs, in its currency, to be a successful (world class) member in the WTO. 

They could allow Iraq to be a full member (non-observant) now (today) but it will not be successful without a true convertible currency and laws in place to take advantage of what it really means to be in the WTO.  All the work they have done will not expose Iraq’s full potential.  This is why they are waiting.  (PLEASE READ THE ARTICLES).

Economic laws and a currency worth while, need to be in place.  Also, canthey RV being under Chapter vii….SURE…….but at what cost to there true success.  Slow and Steady gets the job done (I am sure the members that have been on this roller coaster ride for years would laugh at that:)))  This way we can see Iraq grow, be transparent and come out with a good rate (just like they planned:)

 I understand many of you are discouraged with the political scene but Iraq has one chance to do this right.  When is the last time you heard the Kuwaiti PM say, we want to visit Iraq to celebrate?  Or…Iraqi Airways landing in Germany for the first time in 22 years?

 Or…. setting a committee to monitor the destruction of the currency we hold (besides 2003 – 2004:)?.  Or……Smart cards (2nd generation)  that will be international?  Get my point!   Be patient, this RV is upon us.  The troops we lost in Iraq should not go in vain.  Iraq will be the model to follow with other emerging nations.

Iraq needs a new study for its economic system to be a member in the World Trade Organization (WTO),” an official in the Iraqi Finance Ministry said today.

 ”The Iraqi committee gave its final results about the Iraqi acquisition of the membership in the World Trade,” The Economic Advisor in the Finance Ministry, Abdul Alim Kadhim, told The Independent National News Agency of Kurdistan (AK news)

“The Committee called for reducing the difference between the U.S. dollar and the Iraqi dinar, activate the role of the private sector, open the world markets in Iraq with customs on imported goods that commensurate with the economic laws applied in the country,” he added

The Iraqi team to annex Iraq to the WTO was formed on December 13, 2004, and it presented a memorandum to join the organization on September 16, 2005. Iraq became an observer in the WTO on January 24, 2007, and the meetings of the first round of the Working Group began in 2007, followed by a second round in 2008, and the third and last round was in 2009.

 ”The organization called Iraq to pay half of its debts, in order to be a member in the WTO which will improve the economic and commercial situation in the country,” Kadhim pointed out.

He stressed on the need of improving the Iraqi economy according to modern economic frameworks found at the present time among the economically developed countries.

The World Trade Organization WTO was formed according to Bretton Woods convection at the end of 1944 in the United States, accompanied by the formation of the International Monetary Fund and the World Bank.

It includes approximately 150 countries and has several functions that aim to remove the distortions found in the trade patterns between the States and the establishment of multilateral trading system more stable and more opened and has the ability to predict,

in addition to addressing the customs and non customs barriers, as well as addressing the communication problems, building services, and address the matters pertaining to the international investment, and resolve the international trade disputes.

It also aims to expand the exchange of goods through the reduction of customs and opening world markets for goods and services (except oil).

Iraq in negotiations to become WTO member

22/05/2011 13:34 Erbil, May 22 (AKnews) – Iraq is negotiating to become a full member in the World Trade Organization (WTO), the trade minister said today.

Kheirullah Hasan told AKnews that the negotiations have been going on behind closed doors for a while running and will resume in Morocco soon.

Iraq is currently an honorary member in the WTO, which has 152 permanent members. At present the members treat Iraq solely as a business partner. If the country is granted permanent membership, it can interact with members in the four main fields of health, agriculture, trade and economy.

The minister said that no specific timescale has been laid out for the conclusion of the talks.

The WTO only allows countries who have opened up their economies through free-market reforms to become full members. Iraq has started to implement these kinds of changes, following decades of moving towards more a more state-centric economic model.

Baghdad, September 27 / September (Rn) – the Commerce Department showed the Iraqi fear of the rush to Iraq to get permanent membership of the WTO and said that this would create confusion in the economy in the absence of legislation and economic controls eligible.

Baghdad, October 23 / October (Rn) – The Finance Committee of the Iraqi Council of Representatives, Sunday, that the legislative obstacles standing in front of Iraq’s entry to the WTO.

Said committee member Abdul-Hussein al-Yasiri told the Kurdish news agency (Rn) that “current legislation does not turn Iraq into a free market economy because the House of Representatives needs to speed up the shift in order to receive a permanent membership in the WTO.”

He added that “the financial and economic committees and legal work to a study with the Ministry of Commerce for the development of economic legislation in order to join the World Trade Organization.”

He pointed out that “accession to the WTO will not be easy in the face of the continued economic legislation in its current form because the amendments and extensive studies have not been implemented.”

The Ministry of the Federal Trade for Iraq in order to accelerate access to permanent membership of the WTO would thinks changing the legislation would disrupt the Iraqi economy, but it is necessary to ascend  into the WTO.

According to the statement were also discussed recent developments regarding the completion of tables to file the initial presentation of the goods should be submitted to the WTO for the purpose of negotiating it with the Member States of the Organization in the third round of negotiations with the WTO.

The meeting also discussed the necessity of activating private sector activity and to follow developments and proposals relevant to the organization and in line with WTO requirements and was recently formed Technical Committee on the role of the private sector and that have a link and connection with the services of the Ministry of Commerce on the private sector and the unions that represent the Iraqi private sector, In addition to review of views on the subject of Iraq’s accession to the WTO and Mo stop from joining the Iraqi government, through the two studies were prepared in this regard.
