Barzani, the President’s message to the third Conference of the Union of judges of Kurdistan

Thursday began the work of the third Conference of the Union of Kurdistan in Irbil, capital of judges under the banner of “the rule of law and judicial independence guaranteed by the judge and the independent and active”. At the beginning of the inaugural message was read, Mr. Massoud Barzani, President of Kurdistan to the Conference by Mr. Azad ezzeddin Mulla Fendi President’s legal counsel, and in comes the body of the message:

Members of the third Conference of the Union of judges of Kurdistan

Honourable audience

Sisters and brothers

Najah Kadhim.

We are pleased to see that the judiciary and all its institutions in Kurdistan and is developing and applying the laws and culture of the rule of law. This Conference is a step toward the consolidation of the principles of the independence of the courts and the judiciary and this autonomy in all parts of the judicial organs.

One of the most important elements of the State Justice Department, which lead to the building of confidence between the citizens and the Government system, and when the trust between citizens and governing authority, it means that we are concerned about the State of right and justice, and as such it requires citizens to feel safe and secure and be convinced that the law applies to everyone equally.

Dear Sirs:

The stability and development of citizenship concepts of judicial independence and the rule of law, and are thus not only words and slogans, but need practical steps and administrative and legislative.

It is happiness that Kurdistan stepping stride towards the independence of the judiciary, the most important step in this direction is the issuing judicial authority Act by the Parliament of Kurdistan in 2007 and this was separated the judiciary from the Executive, and the judicial Institute in 2011, this important step as they work to create experienced judges and academic and scientific background rather than appointments.

We have great hopes for the future of the courts and the judiciary and the independence of the judiciary in Kurdistan. And that requires that judges are subject to their consciences and their professionalism and the principles of Justice and legal texts, and that is not allowed in any manner that interferes with any person in the name of political or administrative authority or influence in the courts and the decisions and judgements.

In conclusion, the Conference that you bless wish you success and expressed to you our support and the support of the Presidency of the territory to your business and the judiciary, hoping that your decisions and positive results.
