We'll just have to wait and see what they do with that one. Regarding where the money comes from to cover the increased value, that's easy. ...they won't be handing out physical cash to cover your currency. That's the beauty (and shame) of all fiat currencies like the Dinar or the USD. 1-8-2015 Newshound Guru Tlar Recent articles from Saleh arguing the position of postponing the project until 2016 could arguably suggest he is trying to stop the project because it is scheduled to launch soon. While that's just speculation on my part I can't help but see bits of proof here and there that the project is ripe for implementing. My concern is two fold. One is Saleh and his desire to see the project postponed again. The other is KEYWORDS and who does he really answer to. The fact that Maliki asked him, "Maliki's appointee" to protest Shabibi's aquital suggests that there might be a deeper relationship there between he and Maliki and that Maliki thinks he can still influence this outcome. Time will tell whether this is a true concern... So to me KEYWORDS is an unknown as to where his loyalty truly is. Is he part of the new Iraq or a wolf in sheeps clothing.

The fact is they were not impressed with the changes made by the GOI to shrink down the deficit and are thinking about shrinking it yet even more. Yes –it is not "done" as I said it may get kicked back to the GOI once again for more changes after the second reading...we should not have to wait much longer since their new target is Jan 11th...if we do not see the budget bill passed by a voting session by Monday morning then we can expect to wait until Jan 20th as our next target date. They have that now and I think that is the game changer and that they are quickly trying to implement the project at this time. I believe that they need a reality rate if they are to insure the progress they have made to this point. That's why I think by the time the ISX goes live is the best window we have ever seen. 1-8-2015 Newshound Guru Tlar I feel very strongly that the delete the zero program is on and that the study done in 2008 that suggested they could support the currency back then at $1.13 has since been modified based on the changes that the country has gone through. If I remember correctly the oil production in 2008 was 1.5 ish mbpd and the CBI reserves were in the low 30 billionish. So again we see both the production is up (closing in on 4 mbpd) and the CBI foreign cash reserves are way up (I would argue at over 100 billion even though they continue to espouse 70 billion = Gold, Cash and BIS) We could assume that if they could support $1.13 in 2008 that that number could be much higher by now. It confirms that the 2015 budget is all but a done deal. It proves that HCL is a done deal. They agreed not send any money the Kurds without this 2015 budget being opened if they gear the payment off the budget figures and its payment schedule. In other words a confirmation to us who are following this saga that it is about to end. I see an excellent window of opportunity opening up from Thurs 1/8– Sunday 1/11 for an RV. Iraq said yesterday (Sunday 1/4) they are still on target to hold this session of parliament for tomorrow, on Jan 7th . The plan is still to conduct the second reading and vote during this same session. They are also still saying they plan to fully implement the budget at this time as it will be posted in the gazette. Therefore, the 60 days rule has nothing to do with limitations on Iraq, since they are in compliance and have been for over 3 years with their OFFICIAL RATE. ...the article...refers to "step adjustments." This would occur when a country changed its OFFICIAL RATE incrementally due to various forces. Iraq has not had to do this. So, the 90 day rule applies for leaving Article XIV to VIII, but it refers to the spread between the OFFICIAL RATE and the STREET RATE, while the 6 month rule deals ONLY with changes in the OFFICIAL RATE. This means that they are NOT in a "Fixed Rate Regime" and they are not in a "Floating Regime." Therefore, the rule stated in this article refers only to a situation in which a country is in a "Stabilized Arrangement." This means that Iraq's OFFICIAL RATE must remain within 2% for a period of 6 months under that arrangement. Notice that I did not refer to the STREET RATE at all. The rules above apply ONLY to countries who have a "Stabilized Arrangement" that might vary in terms of its OFFICIAL RATE. In the case of Iraq, the OFFICIAL RATE has remained stable for over 3 years!
